2026 PFAS and Emerging Contaminants Grant/Loan Programs in Texas

Communities and other eligible entities now have the opportunity to submit funding requests for projects for both Clean Water State Revolving Funds Emerging Contaminants (CWSRF-EC) and Drinking Water State Revolving Fund Emerging Contaminants (DWSRF-EC) administered by the Texas Water Development Board (TWDB).

Program Overviews

CWSRF-EC and DWSRF-EC provide 100% loan forgiveness for planning, acquisition, design and construction of projects to mediate PFAS or other emerging contaminants.

What are PFAS?

PFAS are a large group of man-made chemicals widely used in consumer and industry products due to their water, heat and oil-repellent properties, also known as ‘forever chemicals.’

Funding

All project funding will be in the form of loans with 100% principal forgiveness (similar to grants). The total amount of funding available for each program for State Fiscal Year 2026, which are subject to change based on the approved IUP, are as follows:

      • CWSRF-EC: $9,330,240
      • DWSRF-EC: $59,568,889
