SAN ANTONIO, Texas — Halff Associates, Inc. (Halff), one of the nation’s leading engineering/architecture consulting firms, is pleased to announce Troy Dorman, PhD, PE, CFM, has joined its San Antonio office as director of Water Resources in South and Central Texas. With more than 20 years of civil and environmental engineering experience, he will provide leadership and oversight of Halff’s Water Resources practice in the South and Central Texas regions.
“Troy brings more than 20 years of local, regional and national stormwater management experience to Halff that will enhance and complement our Water Resource practice,” said Chairman of the Board and Water Resources Practice Leader Michael Moya. “His leadership style aligns with Halff’s culture of collaboration to deliver holistic solutions to our clients. We are very excited to have Troy join the Halff team.”
Prior to joining Halff, Troy’s roles at previous engineering consulting firms included client development, project management, engineering design and review, and team leadership for clients ranging from the U.S. Army Corps of Engineers to state, county and local agencies.
Some of Troy’s recent notable projects include the Lackland Gateway Corridor LID and stream restoration design for the City of San Antonio, Hurricane Harvey response and recovery for the City of Houston, stormwater master planning for the City of Santa Fe, the Technical LID Guidance Manual for the City of San Marcos and the TSA Dog Kennels and Feed Facility at Joint Base San Antonio—Lackland.
Troy earned his PhD in Water Resources and Environmental Engineering and his MS in Civil Engineering from Texas Tech University. He earned his BS in Hydrology from Tarleton State University. Troy is a member of the Texas chapter of the American Public Works Association and the Texas Floodplain Management Association.
