Asbestos Services Request for Qualifications (RFQ)

Halff Associates, Inc. (Halff) requests the submission of qualifications statements, which may result in the award of contracts, to provide asbestos laboratory and/or air-monitoring services for the City of San Marcos’ Blanco Riverine Flood Mitigation project.

 

Scope of Work

The laboratory services shall be analysis of bulk samples for asbestos content and asbestos consulting services, shall be for air monitoring during construction.

 

Guidelines for Statements of Qualification (SOQ)

Do not include cost information with the SOQ. Responses that include pricing information will not be considered by Halff. SOQs should demonstrate the minimum qualifications below and must be limited to three pages on 8.5 by 11-inch maximum page size. Minimum Qualifications and Selection Criteria

Laboratories must have the analytical capability to perform bulk asbestos analysis by Polarized Light Microscopy (PLM) and airborne fiber analysis by Phase Contrast Microscopy (PCM) and be certified as an asbestos laboratory by the Texas Department of State Health and Services. To be near Halff’s asbestos consultant, it is preferred that the laboratory be in Houston, Texas. Asbestos consulting firms should have a state-licensed asbestos consultant on staff and be qualified to perform NGIP code 926-15: Air Monitoring. SOQs will be evaluated on meeting these criteria.

 

Submittal Deadline

Qualifications statements must be received by Friday, Nov. 19, 2021, at 2 p.m. Statements received after this time will not be considered. Contract Terms and Negotiation

Upon selection, the selected laboratory shall submit costs for the requested services. If an acceptable cost for services cannot be negotiated, Halff may elect to formally end negotiations and begin negotiating with another qualified firm.

This contract is contingent upon release of funds from the U.S. Department of Housing and Urban Development (HUD). Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a grant from the HUD. Neither the State of Texas nor any of its departments, agencies or employees are or will be a party to this RFQ or any resulting contract. RFQs are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act).

This contract is subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts and procurements to M/WBEs through demonstration of the six affirmative steps.
