Philip Waller Jr., PE, Joins Halff as Water/Wastewater Director

RICHARDSON, Texas — Halff Associates, Inc. (Halff), one of the nation’s leading engineering/architecture consulting firms, is proud to announce that Philip Waller Jr., PE, has joined Halff as Water/Wastewater director in the Tampa office. Philip brings more than 40 years of experience in engineering and planning for water and wastewater projects and programs to Halff. His leadership in water and wastewater for regional agencies and multi-sector clients includes support in funding, planning, implementation and regulation compliance. As director, Philip will help grow the firm’s Water/Wastewater practice in Florida.

Prior to Halff, Philip led the development of new groundwater supply facilities, deep injection well projects, pretreatment facilities and surface water expansion projects. He has provided reliable witness testimony and assessment of projected impacts on water supply, rate making, utility planning and regulatory issues. A few clients include Tampa Bay Water, the City of Tampa, Hillsborough County and the Southwest Florida Water Management District. Notably, Philip worked on pretreatment design and expansion for the largest seawater desalination plant in the western hemisphere for Desalcott in Trinidad and Tobago.

Philip earned his BS in Civil Engineering from the University of Florida. He is a member of several engineering and water organizations, including the American Water Works Association and the American Society of Civil Engineers, and has served two appointments for the State of Florida’s economic development board, Enterprise Florida.
