James Shanks Joins Halff as VP for Land and Site Development

HOUSTON, Texas – Halff Associates, Inc. (Halff), one of the nation’s leading engineering/architecture consulting firms, announces today that the firm has hired James Shanks, PE, to our Houston office as Vice President. Joining us with more than 39 years of experience, Mr. Shanks will be responsible for business development and management of land and site development projects in the Houston area.

Prior to joining Halff, Mr. Shanks oversaw a broad program of land development projects which provided design services, construction management services, and operations management of major water, sewer, drainage, paving, and electrical/ telecommunications facilities for large scale master planned communities and municipalities throughout the United States. Notable master planned communities he has been involved with throughout his career in the Houston area have been Springwoods Village, Lakes of Avalon, Magnolia Creek, Fairfield Village, Kingwood, and Clear Lake City.

Mr. Shanks has also worked in the oil and gas, industrial, and public sectors. He has worked with developers as well as engineering consulting firms, and his work has taken him all over the world, including Canada, Australia, and Libya. James has worked as Deputy Project Director for an iron ore mine, rail, and port project to be developed in Western Australia, and Program Manager of pump station designs for a multi-billion dollar crude oil pipeline project in western Canada.

Mr. Shanks earned his Masters of Science in Civil Engineering from Texas Tech University and his Bachelor of Science in Civil Engineering from New Mexico State University. He is a Licensed Professional Engineer in Texas, Arizona, and Nevada. He is a member of the Urban Land Institute, American Society of Civil Engineers, North Houston Association Development Trends Committee, and West Houston Association Quality Planned Development Committee.
