ROUND ROCK, Texas — Williamson County officials unveiled Phase 2 of RM 620 improvements during a ribbon-cutting ceremony July 23.
Halff Associates, Inc. (Halff), one of the nation’s leading engineering/architecture consulting firms, developed the schematic, plus plans, specifications and estimates (PS&E) to reconstruct approximately 1 mile of existing four-lane undivided rural highway as a six-lane divided urban facility to improve safety and mobility in the area.
The project included designing roadway plans, storm sewer upgrades, erosion control, retaining walls, signing and pavement markings, traffic control plans, water quality devices and utility adjustments.
Terry Cook, Williamson County commissioner of Precinct 1, enlightened the audience by reading a poem titled, “Open the 620 Flow—Ode to the Bond Program.” Her poem highlighted progress and challenges occurring throughout the process.

The road widening project, which stretched 2.74 miles in total, was fully funded through a local road bond program.
“RM 620 is a key route for drivers traveling in the Round Rock area,” noted Terry McCoy, district engineer for the TxDOT Austin District. “Widening RM 620 was the right thing to do, and it highlights how collaboration can make a real difference.”
Halff provided surveying, roadway design, hydrologic and hydraulic services, traffic engineering, environmental and subsurface utility engineering/utility coordination services.
